Overview

Quartz is a provider-sponsored health plan dedicated to improving the health and welling being of our community. We are seeking an experienced Manager, Identity Access to join our team. The Manager, Identity Access will define and implement robust Identity and Access Management (IAM) strategies. This position will be responsible for strategic leadership and hands-on responsibility to identify, monitor, report, and operate IAM functions. This role will manage a team of IAM analysts in the day-to-day operations of the program ensuring secure and efficient access to digital resources. The Manager, Identity Access will also lead in the design, implementation, and support of IAM technologies including Identity Governance and Administration (IGA), Privileged Access Management (PAM), and Multi-factor Authentication (MFA).

Responsibilities
  • Strategy Development
    • Formulate IAM strategies aligned with organizational goals.
    • Evaluate and select IAM technologies to meet business requirements.
    • Work with all parties to include project sponsors, vendors, and IT operations groups.
    • Interface with management and user community to understand business needs, implement security best practices, and identify opportunities for improving security and compliance.
  • Access Control
  • Design and implement access control policies and procedures.
  • Ensure processes for access provisioning and access re-certifications are consistent and repeatable.
  • Enforce policies and procedures to ensure only authorized personnel have access to information in compliance with Cybersecurity standards.
  • Oversee user provisioning and de-provisioning process.
  • Compliance
  • Drive annual compliance certification and oversee all related controls and documentation management as required.
  • Ensure IAM practices comply with industry regulations and standards.
  • Lead efforts to pass audits related to access controls.
  • Provide oversight, guidance, and development of requirements for vendor selection for new and replacement technologies within the Information Security footprint.
  • Continuous Improvement
  • Monitor IAM performance metrics and identify areas for improvement.
  • Implement continuous improvement initiatives to enhance IAM capabilities.
  • Team Leadership
    • Supervise a team of IAM professionals.
    • Provide mentorship, training, and guidance to team members.
Qualifications
  • Bachelor's degree in Computer Science, Information Technology, or related field; relevant work experience will be considered in lieu of educational requirement.
  • 5+ years of experience in IAM designing and implementing access control policies, user provisioning, de-provisioning, role-based access control (RBAC), and formulating and executing IAM strategies aligned with organizational goals.
  • Certified Identity and Access Manager (CIAM) License is preferred.
  • Experienced with Active Directory and Azure cloud identity management.
  • Expert knowledge of security best practices (encryption, data protection, design, privilege access, etc.).
  • Expert knowledge and experience with managing and implementing IAM tools.
  • Solid knowledge in compliance management and certification (SOX, PCI, GDPR, CCPA).
  • Solid knowledge and proficiency in planning, reporting, establishing goals and objectives, standards, priorities, and schedules.
  • In-depth understanding of IAM technologies including but not limited to Single Sign-On (SSO), Multi-Factor Authentication (MFA), and Role-Based Access Control (RBAC).
  • Knowledge of relevant data protection regulations and industry compliance standards affecting IAM, such as GDPR, HIPAA, or ISO 27001.
  • Strong skills in developing and executing incident response plans for IAM incidents.
  • Excellent collaboration skills, with the ability to work effectively with IT teams, security professionals, and stakeholders.
  • Effective communication skills, both written and verbal, to convey complex IAM concepts to technical and non-technical stakeholders.
  • Ability to lead and inspire a team of IAM professionals, providing mentorship and guidance.
  • Strong analytical and problem-solving abilities to address complex IAM challenges and incidents.

This position can work 100% remotely or from our office in Madison, WI in a hybrid or full-time on-site arrangement, if preferred. Hardware and equipment will be provided by the company, but candidates must have access to high-speed, non-satellite Internet to successfully work from home.
