Purpose

The Systems Analyst-Senior provides IT systems requirements gathering and design, development, testing, implementation, and maintenance on applications that span the City's enterprise. The applications supported include vendor provided and in-house developed JAVA based solutions.

Essential Functions

PROGRAMMING

  • Perform application programming, adhering to industry best practices, and strive to improve code when possible.
  • Execute unit and system testing prior to implementation.
  • Integrate components with in-house and third-party systems.
  • Identify, troubleshoot and resolve problems during the programming life cycle.
  • Develop functional and technical specification documents that describe a proposed system modification, define the programming changes required and translate those changes to the specific additions and modifications to the application.

TECHNICAL COORDINATION

  • Lead all technical aspects of the software development lifecycle, including planning, design, deployment, ongoing system maintenance and evaluation of user feedback.
  • Lead meetings and discussions with users and managers to define system needs and requirements.
  • Make recommendations, establish deliverables and set timelines.
  • Collaborate with all stakeholders in the software development process.
  • Lead Programmer staff on projects, including assigning duties, directing work, mentoring, preparing performance appraisals, and advising commendations or disciplinary action.

CUSTOMER COMMUNICATION

  • Work closely with customers, follow up on issues and concerns as assigned and identified by analysis, and keep customers informed of developments.

DOCUMENTATION AND REPORTING

  • Develop professional, clear documentation of information technology (IT) support procedures and standards for a variety of end users.
  • Prepare and provide progress reports for managers that include time-lines, activities and status; provide feedback and presentations.

Conditions of Employment

The Systems Analyst-Senior must be willing and able to do the following:

  • Be available beyond standard business hours on occasion to meet project deadlines.
  • Monitor phone and email communications during regularly-scheduled off hours.
  • Travel off-site periodically for the purpose of attending meetings or installing software.

Minimum Requirements

  1. Bachelor's degree in information systems management, computer science or a related field from an accredited college or university.
  2. Three years of progressively responsible systems analysis and/or computer programming experience.

Equivalent combinations of education and experience may be considered. For example, a related associate degree plus five years of experience as described under #2 above, is considered equivalent.

Desirable Qualifications

  • Report writing experience (SQL, PowerBI, HTML, and XML.
  • Experience developing and updating SQL Server Reporting Services (SSRS) reports.
  • Certifications in C, C++, Java, .NET, Visual Basic .NET (VB.NET), and/or C Sharp.
  • Experience designing, implementing, testing and deploying SQL Server Integration Services (SSIS) packages.

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

  • Ability to identify, troubleshoot, and resolve hardware and software problems.
  • Ability to read and interpret a wide range of complex documents, from policies to technical documents.
  • Knowledge of coding methods and best practices.
  • Knowledge of database structure, relational databases, and operating systems, particularly Microsoft Server, SQL Server, and Oracle.
  • Proficiency in the XML tool and a variety of programming languages, including C, C++, Java, .NET, Visual Basic .NET (VB.NET), JavaScript Object Notation (JSON), Transact-SQL (TSQL), and C Sharp.
  • Knowledge of current Internet technologies, including TCP/IP, HTTP, and Simple Network Management Protocol (SNMP).
  • Knowledge of Crystal Reports and SQL Server Reporting Services (SSRS).
  • Working knowledge of data extraction and analysis.
  • Knowledge of test case and test plan development.
  • Knowledge of database development, maintenance, recovery, and restoration.
  • Knowledge of technologies related to database security.
  • Knowledge of enterprise applications, including Microsoft Productivity software, such as Microsoft Office and Microsoft Project.
  • Knowledge of applicable data privacy practices and laws.
  • Ability to recommend technical changes to department infrastructure.
  • Research skills to study software-related issues and products and make recommendations.
  • Ability to develop and run information technology (IT) reports.
  • Ability to read and interpret highly technical job-related documents.
  • Ability to assess end-user and departmental needs against available budget and make appropriate purchases, tracking expenditures.

Current Salary

The current salary range (Pay Range 2MX) is $97,064-$112,137 annually, and the resident incentive salary range for City of Milwaukee residents is $99,976-$115,501annually.Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations.
