2nd Shift Full-Time, Monday-Friday 3 pm-11 pm, w/a 5th-weekend rotation (Saturday and Sunday)

JOB SUMMARY

The program Support Specialist (PSS) serves provides security, and accountability, and maintains general order within RVCP’s Residential Reentry Program. PSS ensures the safety and welfare of approximately 125 Wisconsin Department of Corrections, Federal Bureau of Prisons, and US Probation clientele, along with carrying out assigned security measures and duties while ensuring a smooth and orderly shift operation.
The Program Support Specialist will ensure program compliance based on policy & procedure and contract guidelines for a correctional Community Based Residential Facility (CBRF). We are looking for a reliable individual with integrity who is capable of good decision-making while working with limited supervision. The Program Support Specialist will monitor 24/7 and monitor the clients to maintain order while completing the duties assigned.

ESSENTIAL FUNCTIONS

Security/Safety

    • Conduct eyes-on head count every two hours.
    • Conduct urinalysis/breathalyzer (UA/BA) testing daily.
    • Monitor sign-in/out log to ensure accountability of residents.
    • Enforce program rules.
    • Effective writing skills to create Federal and State incident reports as needed.
    • Ensure that all Residential Services Department policies, procedures, and client rules are always followed.
    • Enforce sanctions on clients.
    • Check Securmanage for client restrictions
    • Facilitate procedures for clients entering and exiting the facility daily.
    • Knowledge of emergency crisis procedures and be able to implement crisis procedures.
    • Skilled in reading, writing, computer skills, and radio communication.
    • Complete emergency drills as assigned.
    • Monitor client locations within the facility and outside of the facility 24 hours a day, 7 days a week.
    • Sign in/ out all visitors of residents including checking if they are approved for visiting and monitoring visits to ensure appropriate behavior.
    • Sign in/out all visitors, contractors, or any other guests at RVCP.
    • Maintain working knowledge of security alarm system and use alarm panel per instruction.
    • Facilitate pat searches, property searches, room searches, and facility searches.
    • Ability to identify contraband and illicit substances.
    • Complete security walk-through at a minimum of two times per shift and ensure all outside doors are locked at all times.
    • Observation of video surveillance system
    • GPS monitoring of individuals on GPS monitoring

Medications

    • Ability to accurately identify medications, record medication information in electronic MARS, and dispense medications to clients without error.  Medication Administration training provided after hire.

Communication

    • Answer incoming phone calls and direct calls appropriately.
    • Respond to crisis calls appropriately, per the policy.
    • Check daily: e-mail and Shift log plus enter pertinent information to each.
    • Maintain a favorable working relationship with all other agency employees to foster and promote a cooperative and harmonious working climate which will be conducive to maximum employee morale, productivity, and efficiency / effectiveness.

Program

    • Complete intakes on all incoming residents to include thumb printing for Federal clients.
    • Be aware of process and be able to complete entry preparation for new residents.
    • Update resident inventories when new items that are brought into the facility.
    • Transportation of residents to designated places utilizing agency vehicles as assigned or needed.  

Attendance

    • All employees are expected to have regular attendance on the job in order to complete essential job functions. Regular attendance is defined as: being on time and completing your shift plus includes no more than 12 days per year without supporting medical evidence (includes paid and unpaid sick time).
    • Please respond promptly to all calls and messages from RVCP supervisors. Failure to return phone messages in a timely manner may result in discipline or termination of employment status.
    • Occasionally an employee may be mandated to work extra hours to ensure adequate staff coverage. A mandation log is maintained so staff names are rotated.

NON-ESSENTIAL FUNCTIONS

Security/Safety

    • Complete walk-through scans at a minimum of two times per shift.

Resident Accountability

    • Update Resident Information boards and census list in PSS office.
    • Complete police contact reports as required.
    • Ensure sign in/out log is updated and accurate.
    • Assist residents in providing driving/visitor information.
    • Take residents to recreational outings.
    • Monitor residents at meals.
    • Monitor GPS systems

Clerical

    • File all resident and program materials into the accordion in the PSS offices.
    • Clean office areas.
    • Fill fax and copy machine paper as needed (report any needed repairs)
    • Make copies as needed or assigned.
    • Place incoming faxes into the appropriate staff mailbox.
    • Stock resident information rack.
    • Forward resident mail.

Program

    • Retrieve abandoned property and complete Abandoned Property Inventories as needed.
    • Issue cleaning supplies as needed.
    • Turn in all receipts for agency purchases.
    • Assist any other residential staff members in the performance of their duties as directed by a supervisor.

KNOWLEDGE / SKILLS

  • Be knowledgeable and in daily compliance with the Federal Statement of Work (SOW), the Wisconsin Department of Corrections (DOC) and the Community Based Residential Facility (CBRF) licensing requirements.
  • Be knowledgeable and in compliance of all Residential Services Department Policies and Procedures including but not limited to program rules, security alarm system, and reporting escapes and/or abscondments.  Read all Policies and Procedures annually, at a minimum.
  • Be knowledgeable in how to write both Federal and DOC incident reports.
  • Ability to plan and organize work to achieve program objectives effectively.
  • Ability to prepare and maintain records and reports on a timely basis.
  • Must have working knowledge of computers, e-mail and client monitoring software, SecurManage.
  • Ability to relate to people in an unprejudiced and understanding manner with concern for their circumstances and feelings.
  • Ability to secure Federal and State clearance for work with residents and any other required licensing standards.

OTHER REQUIREMENTS

  • Valid driver’s license and good driving record.
  • Successfully complete a pre-employment physical, urine drug-test and TB test.
  • Within 90 days after employment show proof of successfully completing:
    • First Aid/Choking Training
    • CBRF Fire Safety Training
    • CPR Training
